Korea tax refunds are easier to follow once you know whether the shop has already reduced your bill, given you paperwork for a later refund, or simply printed a purchase receipt. Start there. The next step depends on what actually happened to your payment.
Summary
At a participating shop, an eligible tourist may receive an immediate deduction or arrange a later refund. Check which applies before leaving the counter. Keep the relevant paperwork and purchases together, and complete any required export checks before handing over checked baggage. A downtown payout can still leave a departure requirement outstanding.

Start with the situation you are in
Still shopping? Ask whether this branch participates, whether your purchase qualifies, and whether the deduction happens now or later. Show your passport when requested. A tax-refund sign is an invitation to ask about that transaction, rather than a promise that every product or customer qualifies.
Back at your accommodation? Sort the paperwork by shop and refund operator. Check whether each purchase was already discounted or still has a claim to complete. Photograph the documents for your records, but retain the originals. Put goods awaiting inspection somewhere you can reach without emptying your suitcase on the airport floor.
Already paid at a downtown refund desk? Read the departure instructions attached to that payout. Receiving money and completing the export requirement can be separate steps. VISITKOREA explains the difference between immediate, downtown and airport refunds.
At the airport? Find out whether your purchases need an export check before the airline takes your bag. If the refund has already been completed at checkout, do not claim the same purchase again.
Who qualifies, and how much do you need to spend?
The tourist scheme is for eligible nonresidents. Holding a foreign passport alone does not settle eligibility if you live or work in Korea. VISITKOREA describes the usual foreign-visitor case as a stay of up to six months without earning income in Korea; overseas Korean visitors have separate conditions. If your residence, work or length of stay makes your position unclear, ask the operator before counting on a refund. The underlying regulation defines the eligible nonresident category and its exclusions.
The current minimum purchase is ₩15,000, confirmed in the implementing rule, Article 2. That is a qualifying-purchase threshold, not the amount you receive back. Do not assume separate receipts from unrelated shops can be combined to reach it.
For an immediate checkout refund, each tax-inclusive transaction must be under ₩1 million, and the total value of purchases receiving immediate refunds during the visit must be ₩5 million or less. The regulation, Article 6, sets those boundaries. A purchase of exactly ₩1 million falls outside the immediate-refund transaction limit; ask about the later-refund route.
VISITKOREA lists a separate ₩6 million-per-transaction limit for downtown refunds. Do not carry that figure over to every airport refund or interpret it as the immediate-refund allowance. Let the shop identify the correct route for your purchase.
What does your tax-refund receipt mean?
These three illustrated examples use simplified English labels to explain the decision. They do not reproduce a particular retailer's or operator's paperwork. Real wording, languages and layouts vary.
1. The tax deduction was completed at checkout
Look for a completed deduction in the transaction details and confirm it with the cashier. Keep the receipt as your record. If the final amount already includes your tourist refund, that purchase does not become a second refund simply because you visit another kiosk.
A percentage printed beside “VAT” can describe the tax charged. It does not, by itself, confirm that a tourist refund was deducted. The useful question is: “Has my refund already been taken off the amount I paid?”
2. You received a voucher for a later refund
The shop has supplied claim paperwork, but the payout is still ahead of you. Keep the voucher with its corresponding receipt and follow the named operator's instructions. Check whether the next step is a downtown desk, an airport kiosk, a customs check or a combination of these.
3. You only have an ordinary purchase receipt
A payment receipt records the sale. It does not establish that a tourist-refund claim has been registered. Ask the shop whether it issued the necessary refund document or whether one is still needed. Checking before you leave the branch gives you a chance to resolve missing paperwork while the transaction is easy to identify.
How much money will you actually get back?
Korea's standard VAT rate is 10%, as stated in Value-Added Tax Act, Article 30. That does not mean your refund equals 10% of a tax-inclusive price.
For a simple VAT-only example, a ₩55,000 price consists of a ₩50,000 base plus ₩5,000 VAT. The VAT portion is ₩55,000 × 10 ÷ 110. Taking 10% of the sticker price would produce ₩5,500 and overstate the tax included.
The amount paid back can be lower again. Article 6 permits approved refund costs to be deducted for immediate refunds, and operators can apply fees according to their terms. Global Blue's help centre also distinguishes an estimated refund from the amount received after applicable service or conversion fees. Ask for the actual refund quote and payout currency.
Shopping trip A: the refund comes off the bill
Imagine a visitor buying eligible, unused goods priced at ₩55,000 before the tourist deduction. For this example only, assume ₩5,000 of VAT and a hypothetical ₩1,000 refund fee, leaving a quoted ₩4,000 deduction. The visitor pays ₩51,000 and confirms that the immediate refund is complete.
The useful record is the final bill and confirmation of the deduction. There is no extra ₩4,000 to collect at the airport for this purchase. The assumed fee is an illustration, not a current operator tariff or a promise about a ₩55,000 purchase.
Shopping trip B: the money comes back later
A second visitor buys goods with the same hypothetical ₩55,000 price and ₩4,000 quoted refund, but pays the full ₩55,000 in the shop. They receive a voucher and must complete the specified departure and payout steps. If ₩4,000 is subsequently received, the eventual cost is also ₩51,000.
The difference is what remains to be done and when the money returns. A refund quote is not money already received. Keep enough spending money for the trip without relying on a pending card refund arriving by a particular day.

Pack the goods for an export check
Korea Customs' departure guidance requires the relevant goods to leave Korea within three months of purchase. It lists your passport, sales certificate and unopened, unused goods for export confirmation.
Leave purchases intended for this process unused and accessible. If you want to start using a cosmetic or wear a purchase during the trip, ask about the refund consequences first. Photographing a sealed box is a useful personal record, but it does not replace having the goods available if inspection is required.
Keep one small folder for the original documents. Match each voucher to its shop receipt, and note the operator name. This also makes it easier to separate purchases that were already refunded from those still waiting for a payout.
At Incheon Airport: carry-on or checked baggage?
The sequence below follows Incheon Airport's official tax-refund instructions. Other departure airports and ports can have different layouts. Confirm the procedure for your actual departure point.
If the goods will stay in your carry-on
Obtain your boarding pass and keep the goods and documents with you. Use the departure-hall tax-refund kiosk for the required passport and purchase-document checks. Follow any inspection prompt before proceeding through departure formalities. Keep the papers available for the operator's payout step.
A successful export check and receipt of money are separate things to confirm. Follow your operator's instructions for collecting cash or arranging the chosen payment method, and retain the completion record.
If the goods will go in checked baggage
Tell the airline at check-in that your checked bag contains tax-refund goods. Incheon's instructions say to have the bag tagged and returned to you, then complete the kiosk process and any required customs inspection. After clearance, use the designated baggage drop described by airport staff. Do this before the bag becomes inaccessible.
Check the official airport page for your terminal's current counter locations and hours rather than relying on an old gate number. Plan a separate window for the refund process alongside airline check-in, security and boarding. There is no useful universal guarantee that the whole process takes five minutes.
What if something goes wrong?
The kiosk asks for inspection
Follow its direction to customs and keep the goods ready to show. Korea Customs explains that kiosk selection can lead to an inspection. A prompt to see an officer is a next step in the process; do not treat it as confirmation that your claim has failed.
The shop gave you no voucher
Contact the branch with the purchase date and receipt reference. Ask whether the refund was completed at checkout, registered digitally, or still requires paperwork. Avoid assuming the airport can create a claim that the shop never arranged.
You received a downtown payout but still have instructions
Check the operator's remaining export requirement and deadline. A payment made before departure can be conditional. Ask what completion evidence to retain and what happens if the export step is missed.
The card refund has not appeared
Identify the operator on your paperwork and check its stated processing period. Global Blue offers tracking with the document ID on its Tax Free Form. Easy Tax Refund has an official transaction lookup. These are operator-specific tools, not a single tracker for all Korean refunds.
Use the provider's official support channel. Have your document reference, purchase date, shop name, quoted amount, chosen refund method and departure date ready. Keep passport details, payment information and scannable documents out of public comments or social posts.
I purchased goods at [shop] on [date]. My refund document reference is [reference], and the quoted refund is [amount]. I departed Korea on [date] and completed [the steps completed]. Could you confirm my claim status and whether any document or export confirmation is missing?
Replace the brackets with your own information and send it privately to the operator. Keep the reply with your receipts until the claim is resolved.
